I know that users can disable spell check by using their profile.

is there some code I can add to disable it in the admin config
so users would have to turn it on in their profile to use it?

Reason I ask is that sometimes the spelling check web site is slow which causes a slow down in the posting and users are hitting it 2 or three times creating multi posts of the same post.
